LEGISLATIVE PACKAGE FOR 2007-2008 SESSION
Fiscal
- An Act Relative to the MWRA Fringe Rate Representative Mariano
Limits MWRA exposure to actual costs. (Currently MWRA pays an additional 31.24% for Health Insurance, Long-Term Disability and Retirement Costs and 1.34% for unemployment, universal health and medicare for the DCR Division of Water Supply Protection.)
- An Act to Limit the Liability of the MWRA Representative Mariano
Limits the MWRAs liability to $100,000, consistent with other state agencies and authorities.
Lead Service
Refiles:
- An Act to Establish a Lead Service Replacement Program Senator Havern
Low-interest loan program to assist homeowners with the replacement of private portion (curb to home) of lead service replacements. Similar to Title V.
- An Act to Establish a Lead Service Replacement Program, Municipal Reimbursement Senator Havern
Establishes State Program to reimburse municipalities for the cost of replacing the public portion (water main to curb) of lead service lines.
Infiltration/Inflow
Refiles:
- An Act to Support the Infiltration and Inflow Financial Assistance Program Representative Mariano
Reimburses the MWRA for cost of providing cities and towns with interest-free grants and loans to rehabilitate local collection systems to reduce I/I.
New Bill:
- Reestablish the Former DEQE/DEP Water Meter Modernization Grant Program - Representative Mariano
Re-creates program to allow communities to better meet Water Management Act/Water Conservation Standards.
Pilot Payments
New Bills:
- An Act to eliminate duplicate payments for the PILOT Program in the Quabbin Reservoir - Representative Mariano
Currently, MWRA pays over $425,000 to six communities for annexed land, in addition to the PILOT payments.
- An Act to Establish the Rutland-Holden Sewer System Transfer Commission Representative Mariano
Currently, MWRA and DCR maintain the Rutland-Holden sewer line. This would form a commission to make recommendations about ownership.
