Welcome to the Beyond the Numbers Questionnaire 2025
Each year, the MWRA Advisory Board conducts its Water and Sewer Retail Rate Survey to provide communities and ratepayers with a clear picture of how local retail rates compare across the Commonwealth and the nation.
This year, what was once called our Supplemental Questions has been rebranded as the Beyond the Numbers Questionnaire. The new name reflects its purpose: to capture not only the essential figures — like budgets and assessments — but also the challenges, perspectives, and stories that data alone cannot convey.
Your input is essential: it shapes our reports, strengthens our advocacy, and helps us tell the collective story of the MWRA system. To make it easier, we’ve streamlined the format to focus on open-ended questions while still ensuring that we gather the details that matter most to your community.

Before You Begin: Saving & Sharing This Survey
This survey is organized by sections (Finance & Assessments, Billing Practices, Community & Ratepayer Engagement, Regulatory/Emerging Issues, Innovation & Workforce). If different people need to complete different sections:
